Spillway Technician - Operator

Upstream Solutions Inc. is currently seeking qualified candidates for the position of Spillway Technician-Operator located at Muskrat Falls.


DIRECTION EXERCISED AND AUTHORITY:
This position does not have any direct reports.


DIRECTION RECEIVED AND REPORTING RELATIONSHIP:
The Spillway Technician-Operator will report to the Spillway Coordinator.


PURPOSE AND SUMMARY OF SCOPE:

  • The Spillway Technician-Operator will be responsible for the daily operation of the spillway at Muskrat Falls during the river diversion period of construction. The Spillway Technician-Operator will have a strong understanding of the spillway mechanical, electrical and control systems and the safe operation of these systems.
  • The incumbent will be responsible for monitoring, inspection and reporting on various conditions, including but not limited to flow patterns, water levels, river ice, river bank erosion, cofferdams, gate operations, and any evidence of public activity.
  • The Spillway Technician-Operator will also be responsible for coordination of River Management scopes including but not limited to installation and removal of river buoys and reservoir debris removal.


PRINCIPAL ACTIVITIES, DUTIES AND RESPONSIBILITIES: The following is being executed as a contract scope of work. The duties and job functions of the Spillway Technician-Operator shall include, but are not limited to, the following:

River Management Coordination - General

  • Receives direction from the Spillway Coordinator for planned gate operations.
  • Is familiar with all Emergency Response Procedures for the Muskrat Falls spillway.
  • Clear and detailed understanding of the spillway operating instructions and procedures during various phases of construction. Responsible for personal safety and that of co-workers by observing and promoting the Nalcor/LCP Safety and Health Program.
  • Responsible for any environmental aspects of the job and performing work in an environmentally responsible manner.
  • Performs other related duties as required.


Spillway Gate Operation, Monitoring and Coordination

  • Has an understanding of the spillway mechanical, electrical and control systems and the capabilities and limitations of these systems.
  • Operates the Muskrat Falls spillway gates to ensure safe passage of flow and control of water levels.
  • Has an understanding and awareness of river and gate conditions and makes recommendations for any change in operating schemes.
  • Closely monitors flow conditions and patterns during gate operations to identify any adverse conditions.
  • Exercises gates to ensure operability.
  • Monitors condition of spillway structure and equipment through on-site inspections and regular review of operating records and documents.
  • Ensures headpond/reservoir levels are managed during maintenance.
  • Troubleshoots gate operational issues and makes recommendations for solutions.
  • Maintains access to the spillway electrical building and any other control or monitoring facilities via coordination with required on-site personnel.


River Monitoring

  • Monitors upstream and downstream water levels and flow patterns.
  • Verifies water level gauge instrumentation is functioning and reliable. Troubleshoots and coordinates any required maintenance.
  • Monitor and records downstream flows to ensure compliance with minimum flow requirements.
  • Verifies gauge data via manual reading of staff gauge.
  • Monitors and records upstream and downstream ice conditions.
  • Monitors and records upstream and downstream bank erosion.
  • Monitors and records any observations of public activity.
  • Monitors performance of the debris/ice/safety boom and debris accumulation.
  • Coordinates removal and management of debris collected at debris/ice/safety boom, as well as other debris removal activities that may occur along the Churchill River.
  • Coordinates any required maintenance for debris/ice/safety boom, as well as installation and removals of seasonal buoys (portage and hazard markers).


Inspections and Reporting

  • Performs inspection of cofferdams (dam safety monitoring).
  • Performs inspection of public safety infrastructure (signage, fencing,etc.).
  • Prepares daily reports as directed by the Spillway Coordinator.


ACADEMIC QUALIFICATIONS:
The candidate must have high school graduation, supplemented by successful completion of either of the following:

  • a three {3) year electrical,electronics, mechanical or civil technology course
  • certification as an industrial or construction electrician or mechanic
  • electrical, mechanical or civil engineering


RELEVANT WORK EXPERIENCE AND REQUIRED COMPETENCIES:

  • Minimum of five (5) years' experience in the operation and maintenance of Hydro plants.
  • Excellent communication skills, with the ability to supervise others and coordinate with a number of individuals in time-sensitive situations.
  • Computer knowledge.
  • Shall have a thorough knowledge of all regulations and safety rules.
  • Must possess an appropriate valid driver's license.
  • Other combinations of relevant work experiences and education may be considered.

  • The candidate would be required to work day and night shifts.
  • Ability to work in a harsh environment and in isolated areas on the Work Site.
  • Ability to work in areas accessible only by stairs (approximately 45 m elevation difference).
  • Position may require individual to stay at Muskrat Falls Camp during critical periods.
  • Ability to work 14/7 or 14/12 shift rotations in a site based environment.
  • Ability to be flexible in shift rotations around critical flow, freeze-up and impoundment periods.
